HS Code 9507 — Quick Reference
Last updated: 2026-06-21. Rates and codes are based on publicly available government data. Always verify with your customs broker before shipping — duty rates change, and individual subheadings vary by material composition.
The four subheadings
| Code | Category | What's in it |
|---|---|---|
| 9507.10 | Fishing rods | Assembled rods. (Blanks — verify classification; some countries put them in 6815.10.) |
| 9507.20 | Fish-hooks | With or without line attached. Barbed, unbarbed. |
| 9507.30 | Fishing reels | Spincast, spinning, baitcasting, fly. |
| 9507.90 | Other | Lines, swivels, snaps, lures, decoys, landing nets, similar. |
MFN duty rates by country
| Country | System | MFN range | Practical gotcha |
|---|---|---|---|
| 🇺🇸 US | HTSUS | 0–6% | Section 301 adds 7.5–25% on most China-origin 9507. |
| 🇪🇺 EU | TARIC (10-digit) | 1.7–3.7% | CBAM applies to carbon content of rod blanks (2026+). |
| 🇯🇵 Japan | HS-Japan | 0–3.6% | Plus 10% consumption tax at import. |
| 🇨🇦 Canada | HS-Canada | 0–6.5% | Most tackle duty-free from China under ChAFTA / CPTPP — verify origin rules. |
| 🇦🇺 Australia | HS-Australia | 0–5% | Most fishing tackle is duty-free from China under ChAFTA. |
| 🇬🇧 UK | UKGT | 1.7–3.7% | Mirrors EU on most tackle post-Brexit. |
Common misclassifications (and the costs)
Rod blanks → 6815.10 vs 9507.10
An unfinished carbon fiber tube is borderline between articles of graphite (6815.10, often duty-free) and fishing rod parts (9507.10, with rod duty). US CBP rulings on this are inconsistent. Get a binding ruling before shipping significant volume.
Lures with lead → 9507.90 vs 7117 (imitation jewelry)
Some lead-headed jigs have been challenged as "imitation jewelry" in classification disputes. The answer is almost always 9507.90, but customs may ask for technical documentation.
Bait (live or artificial) → 9507 vs 2309 (animal feed)
Some flavored dough baits have been classified as pet/animal feed. The threshold is intent: if it's packaged and sold as fishing bait, it's 9507.
Tackle boxes → 9507 vs 3923 (plastic articles)
Plano-style tackle boxes are usually 3923 (plastic articles of a kind used for the conveyance/packing of goods). Branded tackle-specific bags may go either way.
Apparel marketed to anglers
A fishing vest is apparel (Chapter 61/62), not 9507, even if it has tackle pockets. Don't let your supplier convince you otherwise.
Section 301 specifics (US, China-origin)
| Code | MFN | + Section 301 | Total typical |
|---|---|---|---|
| 9507.10.00 (rods) | 6% | 7.5% (List 4A) | 13.5% |
| 9507.20.40 (hooks) | 4.9% | 7.5% (List 4A) | 12.4% |
| 9507.30.20 (reels) | 3.9% | 7.5% (List 4A) | 11.4% |
| 9507.90.45 (lures) | 2.8% | 7.5% (List 4A) | 10.3% |
Important: Section 301 only applies to China-origin goods. If your supplier relabels in Vietnam, Indonesia, or Cambodia, the 301 rate drops to zero — but origin rules are strict and CBP audits aggressively. Don't fake transshipment.
When to get a binding ruling
Get a binding ruling from your customs authority (CBP in the US) if:
- You're importing a new product category and don't have a clear precedent
- The duty differential between two possible classifications is > 3%
- You're importing > $50K/year of the item (binding ruling cost ~$0 to $0; pays for itself in one shipment)
- Your supplier disagrees with your broker on classification
What this page is not
This is a starting point, not a final answer. The codes and rates above are the most current public data we could verify as of the date at the top. For any specific shipment, your customs broker is the authoritative source. We've linked to the official databases — those are the only sources that matter for actual duty calculation.
